CATIA you do not have authrization to check out the ASM

Problem: This will only occur on a CATIA document that has other document depencences....expacaly
	 ASM documents. 
	 Occasionaly when checking out a ASM a user will encounter and error shortly after selecting 
	 "Ok" on the check out pannel, but before the checkout slect pannel. stating that you do not have
	 the nessasary authorization to check out that document


Solution: have the user not include depent parts with the ASM on checkout, This should allow the checkout.
